What is the purpose of the "horns" or projections on the rotating part of the Wheel?

There is no practical purpose to the 'horns' on the Wheel.

Originally they were intended to house part of the hydraulic controls in one of the first design concepts put forward.

However as the design moved on to what eventually became the finished product the horns became unnecessary but were retained as an interesting feature.
